When Systems Clash: The Case for a Single Regulatory Body for Licensing

In an article published in the Entertainment and Sports Law Journal, Philip Kolvin KC argues that all regulatory consents for licensed premises should be brought under a single regulatory body, so as to avoid duplication of control, save cost and avoid inconsistency of regulation.

In “When Systems Clash” Philip has also set out the case for Martyn’s Law to be enforced through existing regulatory structures, rather than by a single national regulator, so accelerating the process of implementation and saving the Treasury costs estimated to run into billions of pounds.

Philip Kolvin KC says: “the incoming government provides an opportunity for a new look about how we do regulation in Great Britain. Much of the existing systems are the result of incrementalism and historical accident. Now we can review existing structures, and find ways to streamline and simplify, which will benefit both the regulators and licensees.”
