Shortly before Christmas, the Government published the new Children’s Wellbeing and Schools Bill, which includes provision for significant reform in both education and children’s social care in England.

If enacted, the Bill will make significant reforms to the Academies programme – with changes to Academy powers, to forced Academy conversions, to place planning and admissions, and establishing new schools. The Bill also contains important provisions about home education, school attendance, school uniforms, inspections, teacher misconduct, and the regulation of independent educational institutions.

The Bill also contains crucial reforms to children’s social care, including new measures about the safeguarding and welfare of children, and the accommodation of looked after children (including  regional co-operation arrangements and a new statutory framework for authorising the deprivation of liberty of children). It will also confer important additional powers on Ofsted in regulating children’s homes and fostering agencies.
